System Modules
  • Case Management - In the Court Automation System the case management is based on the graphs theory where court case proceeding flows are described by representing each court case as a sequence of simple court actions (graph nodes) performed by two states - starting and ending. The next possible actions are determined considering ending state of current action which matches with the starting states of the next ones. Each action itself is described via dynamic objects enabling to fully represent current action information. This allows conduct searching cases by any data or pattern and accessing the whole history of a case.

    The optimization tools included in this module allow randomly selecting judges for new cases according to the judge specialization, workload, the case complicacy, and many other factors.
  • Human Resource Management - The HR module maintains comprehensive information on all types of personnel in the courts (judges, court officers, and technical support staff), thus digitizing staff members' personal records. Availability of digitized library allows conducting advanced searches by any personal data and generating HR reports by means of managing the search result fields. This module is enhanced with flexible administration tools allowing the system administrator manage staff lists for each system site from the data center.
  • Financial Management - The Finance module has envisaged automation of the financial management and budgeting processes in the courts, which purpose is to facilitate automated transfer of financial data between courts and other appropriate entities. This module has strong interconnection with HR module in terms of calculations of the salary and other kind of sums (incentives, assignment allowances, vacation pays, and etc.) subject to payment to employees based on corresponding internal orders inserted from the HR module.
  • Office Module - The Office module is designed as a virtual office with inter-judiciary mail, calendar of hearings and assignments, news/information section, Registrars’ sub-module as well as toolbars leading to all other system modules in accordance with assigned access permissions.

    The Registrars sub-section is aimed to smooth document flow management through classifying and registering documents in incoming, outgoing and complaints journals correspondingly. Moreover, it is also possible to track the correlation between two or more documents from different journals.

    The Court Automation System is provided with flexible task management tool allowing assigning and reassigning tasks to staff members regarding inputted documents and following up their execution. The task completion dates are automatically added to the calendar and become displayed to assignees’ in the way of notification windows.
  • Administrative Module - The system as a whole is flexible enough and major changes in the legal procedures can be easily adapted by the administrator through this module. Any changes made in this module will be applied on all system sites in the Court Automation System.

    The Administrator module basically stores a pool of various dictionaries needed for the operation of separate modules and the system as a whole. It also contains the configuration components for all system modules allowing to apply necessary adjustments from control center, which mainly concerns creation of new courts and modification of existing ones, specifying the case execution sequences through simple court actions, defining staff lists for each court separately, opening and managing user accounts, creating and modifying permission groups, allocating budget for each court, specifying data transportation settings, and etc.
  • Monitoring Module - The Monitoring module allows controlling all the system operations and user activities providing immediate troubleshooting assistance in case of any malfunctions, as well as overseeing the system modules usage patterns. The user activities are logged and become available in corresponding statistical reports allowing tracking the system usage, detecting injurious performance and responding to them.

    The Monitoring module also provides analytical information regarding court proceedings in terms of admitted applications, cases in progress, civil/criminal cases, completed proceedings, and data transportation with indication of transmitted, damaged and resent packages, and others.
